How to sound mean at two feet tall

Talk fast and annoyed. This character is impatient and insulting, so clip your sentences short and lean on the rudest word in each.
Open with a bright, toy-commercial greeting, then say the next line through your teeth. The gap between the two is both the joke and the scare.
Laugh from the throat, short and barking. The distortion roughens a cackle more than it roughens speech.
